Grades 14-15 get over twice the percentage of distinguished as GS 11-13

Out of a total of 1690 performance evaluations for KSC non-managerial employees given in 2005, 564 employees received a rating of "distinguished," approximately one-third of the non-managers. For MSFC, 524 employees out of 2329 (non-managerial) received distinguished, a little less than one fourth of the non-managerial workforce.

The greatest percent of distinguished was given by KSC (33.4), but HQS (31.5) and JSC (30.9) were a close second and third, with DFRC (28.9) and GRC (28.1) not far behind. ARC non-managerial employees received by far the lowest percentage at 9.5 percent receiving performance ratings of "distinguished."

All centers gave more per cent distinugished to GS 14-15 grades THAN to GS 11-13 grades, about double. 1072 GS 11-13 level employees (8%) out of 13,116 non-managerial employees agency wide received Distinguished vs. 2120 GS 14-15 level employees (16%).

The biggest discrepancy between percent distinguished given for Grades 11-13 and Grades 14-15 existed at KSC with the next highest at MSFC.

Performance ratings can be used during a RIF to assign "extra retention service credits," which can be used in determining the comparative retention status of an employee during a RIF.

For example, an employee who receives 20 years retention credit in 2006 for distinguished, 12 years in 2007 for meets, and 12 years in 2008 for meets receives an average (44 divided by 3) of 15 Years. An employee who receives distinguished all 3 years has a credit of 20 years, so the difference is 5 years "seniority" added to the employee with all distinguished. This essentially amounts to a two and two-thirds "differential" per year, i.e. 8 (20 -12) divided by 3.
